National Electricity Delivery Forum Overview
- Day 1 will begin with a keynote session designed to frame the highest level policy and technological issues. After the keynote speech, a CEO panel will discuss the major barriers to infrastructure modernization. Following the CEO Panel, the first general session will focus on the National Interest Transmission Corridors. Attendees will participate in a series of general sessions to address specific policy issues.
- Day 2 will be a series of general sessions and breakout sessions designed to educate on a variety of transmission, distribution, generation and technology policy issues.
Forum's Goals
- Exchange ideas and discuss current and needed future efforts that will encourage a major physical expansion and modernization of the U.S. electric transmission and distribution systems through revised State and Federal policies and procedures;
- Provide a forum for the "roll out" of major work products developed by DOE and other organizations;
- Provide a dialogue with national associations (and the members of those associations) involved with energy policy representing both public and private sector interests;
- Provide a national dialogue with think tanks, research organizations, environmental organizations, universities and individuals of distinction in the electric power arena;
- Evaluate fundamental and proposed policy and technical issues associated with electric transmission and distribution system enhancements;
- Examine how State and Federal officials are implementing the Energy Policy Act of 2005; and
- Evaluate the steps needed to deploy the appropriate technologies to expand and modernize the US electric power delivery system, including the deployment of energy efficiency technologies.
Why is the National Electricity Delivery Forum Needed?
On February 6, 2003 President Bush highlighted the need to "...modernize our electric delivery system...for economic security...and for national security." Since that time, the U.S. Department of Energy Office of Electricity Delivery and Energy Reliability has undertaken a series of projects with many stakeholder groups on the complex technical and policy issues related to modernizing the electric delivery system. At the same time, states have also undertaken a variety of measures to coordinate and plan for a robust system. Congress passed the Energy Policy Act of 2005 which provides for a series of incentives to upgrade the system. Decisions made today will impact the modernization efforts of the system for decades to come. It is essential to get policies, incentives, investment strategies, and regional planning and siting objectives right so that the much needed system upgrades can be constructed. The 2007 National Electricity Delivery Forum will ascertain the status of both Federal and State efforts to modernize the U.S. electricity delivery system, including implementation of the Energy Policy Act of 2005. The 2007 National Forum will result in a strong assessment of what has been accomplished in 2006 and what next steps, both near-term and long-term, need to be addressed in 2007 to accomplish the goal of a robust, reliable electricity delivery system to serve U.S. consumers for generations to come
