Energetics assisted more than 10 Critical Infrastructure and Key Resource (CIKR) councils operating under the umbrella of the National Infrastructure Protection Plan (NIPP) partnership to engage their membership and develop features essential to effective council functions.
Client Need
As CIKR councils are composed of volunteer members, completing some specific council functions and requirements necessitate outside support, such as discerning and articulating the council’s value proposition and formulating and communicating the goals, priorities, and work agenda. Energetics responded to requests for expertise in goal setting, facilitation, and governance.
Solution
Energetics’ facilitators and analytic teams worked with each council to identify methodically the functions of the council and its members, the value proposition of the council to its partners, and the initiatives and activities aimed at reducing the all-hazards risks of the sector. Facilitated discussions enabled the capturing of information used to develop charters, roadmaps, and outreach materials.
Results
Councils use their new charters to reinvigorate their membership, identify partners in government and the private sector, define the purview of the council, establish expectations, and measure performance. Roadmaps are valuable adjuncts to the Sector-Specific Plan (SSP) and the Sector Annual Report (SAR) because they link sector-specific activities to sector goals.
