The U.S. Department of Homeland Security (DHS) established the CIPAC to facilitate effective coordination between federal infrastructure protection programs with the infrastructure protection activities of the private sector and of state, local, territorial and tribal governments. The annual Plenary is a public meeting, attracting more than 100 attendees, and provides the highest level of aggregation of federal government, public and private sector partners to engage in an open dialogue about critical infrastructure security and resilience activities. DHS sought to distribute an all-encompassing report that demonstrates the current CIPAC security posture, efforts, and successes to the diverse CIPAC membership and plenary attendees.

Energetics researched, analyzed and summarized the security efforts of all 18 critical infrastructure sectors and four cross-sector partnership councils. The summaries leverages information collected in 18 critical infrastructure sector annual reports, totaling more than 1,000 pages as well as other documents that focus on infrastructure resilience and regional partnerships. The summaries were then depicted in a format that graphically and textually captures the successes of the diverse sector partners and programs and amalgamating their efforts into a high-quality publication. Energetics conducted a thorough review and adjudication process with DHS senior leadership, sector and council leads to ensure concise prose and targeted language.

DHS distributed the annual report to more than 100 attendees, including public- and private-sector partners, at the 2011 CIPAC annual conference. The annual report served as the single summary document for the conference that recognizes security efforts and shared protection endeavors and resilience measures among sector partners. Since the conference, the annual report was made available to the public at http://www.dhs.gov/xlibrary/assets/cipac/cipac-annual-2011.pdf and continues to be widely distributed reference summarizing the private- and public-sector protection and resiliency efforts and successes.
