Energetics developed logic models for 11 programs in the Office of Energy Efficiency and Renewable Energy (EERE) and then identified common and specific metrics for each program.
Client Need
The Office of Planning, Budget, and Analysis (PBA) within EERE wanted a set of metrics for each EERE program that went beyond what was required by external stakeholders such as the Office of Management and Budget, the Chief Financial Officer of the U.S. Department of Energy, and the U.S. Congress. The Office wanted a suite of metrics for each program that logically told the story of how the program worked to achieve its goals.
Solution
Energetics’ measurement experts researched each program and collaborated with Sandia National Laboratories to develop a common measurement framework for each program. We then used the framework to develop a logic model and identify metrics and measurement gaps for each program.
Results
The Office of Planning, Budget, and Analysis will use the analysis to develop a more comprehensive set of data on each program that will support improved decision making and external reporting.
