Energetics is developing a multiple-item index for measuring the various facets of operational efficiency for the Office of Energy Efficiency and Renewable Energy (EERE).
Client Need
The Office of Management and Budget (OMB) and the Chief Financial Officer (CFO) of the U.S. Department of Energy (DOE) asked the Office of Energy Efficiency and Renewable Energy (EERE) to replace its existing operational efficiency measure with something more robust. EERE is using this opportunity to develop an index that captures the multiple dimensions of operational efficiency.
Solution
Energetics researched existing measures of operational efficiency used by organizations and identified multiple areas that could be applied to EERE. We are currently developing an index that captures these items and have devised an instrument for gathering the data.
Results
EERE will use the index internally to inform decision making and externally to demonstrate operational efficiency to OMB, CFO, and Congress.
