Energetics prepared an Environmental Assessment to determine the potential impacts of construction and operation of a dairy digester project at the Port of Tillamook Bay, Oregon. The purpose of the Dairy Digester Project was to demonstrate the viability and environmental and economic benefit of processing raw manure to generate biogas for electricity and hot water. The digester would be economically self-sustaining by the income received from electric power production and fiber sold for composting.
Energetics coordinated the National Energy Policy Act process, including the coordination letters to the state and federal agencies involved in the regulation of the dairy digester. We also conducted interviews with a select group of stakeholders and incorporated their concerns into the document, in lieu of public hearings, which were not required.
The suite of resource areas we considered included air, surface and ground water, flora and fauna, geology and soils, historical and archeological resources, aesthetics, land use, noise, socio-economics, transportation, infrastructure, and human health. Energetics completed the document on time (within 9 weeks) and the resulting project was built in Oregon.
